The production route for thioquinox is not available in open literature. However, it can be inferred from its structure. Commercial production would probably have followed the standard logic for quinoxaline based heterocycles: construction of the quinoxaline core, introduction of dithiol units, and final cyclisation to form the trithiocarbonate ring system.
