Steps:

1.1 Step 1: Methyl 4-(l-isocyanatocyclopropyl)benzoate

To a solution of methyl 4-(l-aminocyclopropyl)benzoate (1.3 g, 6.87 mmol) and triphosgene (0.621g, 2.09 mmol) in toluene (30 mL) was added Et3N (1.45 mL, 10.46 mmol) dropwise at 0 °C. This reaction was stirred at 0 °C for 30 min Then, stirred at room temperature for lh. TLC check reaction, the starting material was consumed by TLC, and filtration this suspension and concentration to give a 0.69 g of the title product as a pale-yellow solid, which was used for next step without further purification.
