Steps:
A mixture of 8-fluoro-4-hydroxyquinoline-3-carboxylic acid ethyl ester (6.11 g, 26.0 mmol; see step (b) above) and POCl3 (20 mL) was stirred at 100 °C for 3.5 h, cooled and concentrated to give a yellow semi-solid (9.85 g) which was used without purification.1H-NMR (CDCl3, 400 MHz) δ 9.58 (IH, s), 8.46 (IH, d), 8.04-7.90 (2H, m), 4.60 (2H5 q), 1.54 (3H, t).
