Steps:

35.a Step A. 2-Hvdrazinyl-3-nitropyridine.
To a solution of 2-chloro-3-nitropyridine (50 g, 316 mmol) in acetonitrile (500 mL) at 0°C was added hydrazine hydrate (28 g, 474 mmol) and stirred at 20°C for 20 hours. The reaction mixture was concentrated under reduced pressure to afford 2-hydrazinyl-3-nitropyridine as a yellow solid (48 g, 100%). MS (ESI) m/z: 155.1 [M+H]⁺.
